Regulated environments do not reward speed for its own sake, and Justin Fulcher has built two careers around understanding that distinction, first in telemedicine and now in defense policy work.
Fulcher co-founded RingMD in 2013 at age 21, a platform built to connect patients across Asia with physicians located remotely. The company addressed a specific imbalance: mobile connectivity had spread faster than basic healthcare access in many parts of the region. Rather than assuming stable infrastructure, Fulcher’s engineering teams designed for unreliable networks and thin resources from day one, treating those limits as a design requirement rather than an inconvenience.
That work brought recognition in 2017, when Forbes Asia placed him on its 30 Under 30 list in the Healthcare & Science category. Fulcher later stepped back from daily management, though he still holds a board seat and minority stake in RingMD as a shareholder, a role he has kept for years since.
A Government Chapter Begins
Justin Fulcher joined the Department of Defense in early 2025 as a Senior Advisor to the Secretary of Defense, taking on acquisition reform as his central mandate. Software procurement timelines that once stretched across years narrowed to months under efforts he supported, alongside a broader push to modernize IT systems department-wide across multiple agencies.
Justin Fulcher also accompanied senior defense officials to high-level dialogues across the Indo-Pacific, extending his experience with regulated systems into an international arena. He completed a Master’s in Nonproliferation and Terrorism Studies at the Middlebury Institute in 2023 and is currently pursuing a doctorate in International Affairs at Johns Hopkins SAIS.
His present focus on rare-earth supply chains and defense technology innovation follows naturally from a career built on one consistent premise: complex systems succeed when they are built for the conditions they will actually face in practice, not the conditions planners might prefer.
